libopencore-amr, libvo-amrwbenc: Allow enabling DTX via private AVOptions
DTX, discontinuous transmission, allows emitting frames with comfort noise when no voice is detected in the input audio. Signed-off-by: Martin Storsjö <martin@martin.st>
