Added bittorrent::packcompact() which replaces
	bittorrent::createcompact() and supports IPv6 addresses. Rewritten
	bittorrent::unpackcompact() and bittorrent::extractPeer() to
	support IPv6 addresses. Fixed added.f flags in ut_pex.
