Include German translation in Debian packages

The German translation file must be listed in the install file
for Debian/Ubuntu packages or it will not be installed.

Renamed the "debian" directory to "debian-upstream"
...
Bug 329 asks for this rename as it makes the life of
the official Debian/Ubuntu package maintainers easier
(and the job of the folks reviewing the packages as
well).
