780efb34fb MPEG parser: don't use potentially dangling pointers for remembering timecodes 
Depending on the order the frames are encountered the »frame« pointer
has already been deleted by the packetizer. So don't store the timecodes
by frame pointers but by frame numbers.

Fixes #1278.

72b3ca4b2b GUI: fix scroll area background setting method 
Using transparency causes the focus border on combo boxes not to be
drawn for some reason. The new method has the additional benefit of
being much simpler.

Additionally fix the scroll area in the chapter editor.

Fixes #1310.

226d1a3a5e GUI: implement buttons for moving tracks up and down 
These can currently not be shown yet as there's no corresponding option
in the preferences yet. Such an option will only be added once similar
buttons have been implemented for the files.

See #1279.
