97be4b02c0 tests: use different file for MIME type recognition tests 
Newer versions of libmagic detect XML files as text/xml, older ones as
application/xml, making this unsuitable for use as a test case.

ee4b26b7f6 date formatting: manually construct time zone offset string on Windows 
Visual C++'s runtime library contains an implementation of std::strftime
that's not C++11 compliant. Its %z modifier does not emit the time
zone's offset (e.g. "+0200"). Instead its output is most likely the time
zone's name, although this can be changed via the registry. See

8b56a68d18 Revert "AVC/h.264: mark frames with I slices (type I or I2) as key frames (open GOP)" 
This reverts commit d5b87747b5.

The reason is that this seems to be the wrong thing to do; not all such
frame types are actually independently decodable. See the discussion in
issue #1671.

d5b87747b5 AVC/h.264: mark frames with I slices (type I or I2) as key frames (open GOP) 
In MP4 such samples aren't marked as sync points but they are marked as
random access points by way of the "rap " atom. In Matroska both kinds
of samples have to be marked as key frames.

Fixes #1671 where only open GOP key frame sequences occur and no regular
key frame sequences (IDR NALUs with I or SI slices) causing mkvmerge not
to find any key frames and to buffer the whole file before writing it out.

d9e2ca294c GUI: file name cleanup: remove colons last 
Otherwise recognizing the file name letter may fail. e.g.

"C:\Users\$username\Desktop\test.mkv"

08ad764c62 libmatroska: update to latest development version 
Due to the addition on new mandatory elements the calculation of default
sizes for void elements is different. Therefore most test cases have had
their checksums updated.

0599f19cb5 MPEG TS/teletext: override national character set with PMT language information 
Some files contain teletext national character set = 0 (English) whereas
it's actually 4 (German). So use the language information signaled by
the MPEG TS PMT for overriding the national character set.

See #1622.

6fde396606 teletext to SRT: don't filter bytes < 0x20 in UTF-8-encoded strings 
The function "decode_line()" turns the strings stored in page_buffer
into UTF-8 encoded strings. It also takes care of converting any byte <
0x20 (before UTF-8 conversion) to ' ' already. Therefore filtering after
the conversion will break valid UTF-8 characters.
