1db358cd43 GUI: remove inactive menus from the menu bar 
Otherwise their keyboard shortcuts were still active causing overlaps
with other visible controls. Prime example: Alt+J for the »add to job
queue« button, the »job queue« menu and the »job output« menu.

3169ce467d GUI: use QFileDialog::DontUseCustomDirectoryIcons for faster file/directory access 
On Windows looking for custom directory icons can be slow when accessing
network shares. I don't know the underlying reason, but Qt's
documentation explicitly mentions performance improvements when using
this option.

The user affected by this issue confirms that this change fixes it for
him.

Fixes #1459.

9b4e501550 GUI: merge: add on-demand reading of segment UIDs from existing files 
The user can select an existing Matroska file. Its segment UID will then
be read and inserted into the corresponding control ('segment UID',
'next segment UID', 'previous segment UID').

GUI part of the implementation of #1363.

4da5f7db4d format_timecode: round for precision == 0, too 
For every other precision the timestamp output is rounded, so for
consistency's sake do it for precision == 0, too.

Add unit tests.
